It's true in real life because reality is objective. In fiction, where each writer has the last word about everything regarding their works (and can retroactively change their mind as often as the feel like it), there's ultimately no such a thing as actual truth.
Except with Cassius. Other than that, it stands.

I would say truth and change go hand in hand. All things are governed by change and they essentially function by change. The truth has arguably existed since anything really, even before the first change existed, because things change due to their capacity to be true or false and all things are governed by that principle.
So absolute truth/false manipulation and absolute change are the strongest. Aside from just blatant Omnipotence
Well... Logic Manipulation and Conceptual Lordship (CL are more or less the Absolute Version of Concept Manipulation as Lordship powers generally have Absolute control over their own concepts, and CL has absolute control over ANY and ALL concepts, which means everything really.) are pretty high up there too, and some considers Logic Manipulation to be superior to Truth Manipulation when used well... It all depends on the users really, there is no such thing as the strongest superpower after all (Omnipotent Powers like True Omnipotence and Author Authority are obviously exceptions to that).
Aside from pure Omnipotence. I'll go with absolute change because nothing really beats it unless you're Omnipotent. And by that I mean an Omnipotent aleeady exists in the verse otherwise a person of absolute change; changes to be Omnipotebt on a whim.

Well... That's kind of hard to say considering a powerful enough user of Conceptual Lordship (absolute level) can defeat a Absolute Change user since Change is just a mere concept. CL can also makes oneself Omnipotent as well, when there is no Omnipotent being that exists in that universe/multiverse, as Omnipotence is just a mere concept (It's also basically like Absolute Concept Manipulation vs Absolute Change Manipulation, can go either way).
Some powers like Metapotence trumps Absolute Change... But then again, like Dybad said, it all lies within the Author (unless it's something like True Omnipotence that is).

i don't know if CL could beat AC, by the simple fact Absolute Change also has Conceptual Lordship in the absolute level as well (by changing any concept without limits). Also, Absolute Change is essentially just a different way of being omnipotent, that's why it is a form/expression of Omnipotence, like Metapotence.
Actually, no, Metapotence does not really trumps AC, they do and are pretty much the same thing, just in a different way, while Metapotence is do anything without justification, Absolute Change would be change anything withouth justification. No power trumps it (expect OP), you can only be equal to it, and the only ones that are such are the other forms/expressions of Omnipotence, like Metapotence.
Also, to answer the initial question:
Aside Pure Omnipotence/Omni-Creator? the powers that are forms of Omnipotence, essentially.
