I'm not 100% sure. It's a psuedoscience/practically magic, so it's hard to state what it can do really.

Oh man, I actually can explain how this works!

So, Orgone Energy was a proposal of Dr. Franz Mesmer, a German doctor (or at least physician) from the early 1800's. He proposed that there's a natural energy that flows between humans beings, which he called Animal Magnetism. The word Mesmerism actually comes from this dude's name!

Anyhow, in the 1930's this other German (not a doctor but a psychoanalyst) named Willhelm Reich followed a lot of these same principles, and claimed that he discovered the energy that bound life - Orgone energy. It was essentially 'life energy' in a lot of the sense that Aether/Quintessence is described as on this wiki. Supposedly it was attracted to living things, and the Earth had it's own field of Orgone energy that flowed east to west. However, it was also affected by and affected the weather. Reich built 'Orgone Accumulators' that he claimed he could use as government weather control machines by manipulating atmospheric Orgone levels.

Definitely some fun and cooky fringe science. Anyhow, that's why it has weather manipulation.

And what about its use as a Creative Energy as listed in the applications. Caan it really be used like that?

Not in the way that Creative Energy Manip. is written, no. That's someone reading too far into it, I think.
