<p>If it's water breath, I would condense it to knock out people and force the vault open based on sheer pressure, if not threaten the people that can open it with said ability. If it's water breathing I would pick out a bank in a place like Florida with an easy chance of flooding, - drill myself an escape route "underwater" and bring someone who can pick the vault open through it.

<p>Challenge accepted. I would BECOME the bank manager, solely to spread my bad luck to a rival group if I had one, getting the bank robbed but then busting them in the process. If I didn't, I'd just get the bank robbed with my own group obliviously (and clumsily). If I had it, I would also instant-destroy all evidence too, by "accident"
