Imo I think Combat Embodiment is the most powerful power, excluding omnipotence and all of its other variations of course because they all sound different but are the same thing

TV Tropes has a nice little ranking here and here. Their definitions vary a bit from what we'd use, but they make a key point: the cut-off point for omnipotent-level powers is about the difference between Super Weight 6 and 7.
Absolute Condition and Power Manifestation are probably the highest points of Weight 6. They're powerful enough to really screw with the universe, but they have too many limitations to be Nigh Omnipotent.
