I don't think so. Arsenal implying a lot of weapons inside the user's personal space or domain. It is never said if the user can create them or not. In other words, think of Erza from Fairy Tail magic equip. Weapon creation is different as the users could create any weapon out of matter. So if he wants a sword, he creates it. They may be destroyed during the battle.

Think of infinite number of swords though. Just coming one after the othrr without stop.
