Complete Arsenal would probably be the best since you’d have other forms and expressions of Omnipotence, plus infinitely more.
Also, Author Authority isn’t an expression, it’s a variant of Omnipotence.

Complete Arsenal isn’t Omnipotence, but it’s the closest you’ll ever get. One could say Ultipotence is the closest, but Complete Arsenal has that within its grasp as well (it’d technically be a tie since they both have the other). And I haven’t checked, but I’d assume Complete Arsenal has omniscience, right? Therefore, wouldn’t Complete Arsenal be basically Omnipotence? CA has Ultipotence (the power of Omnipotence), while also having the one thing that makes Ultipotence inferior to Omnipotence, Omniscience.
Wait, wait. Would CA be equal to Omnipotence? Yes, I understand that’s basically against the whole point of Omnipotence, but CA has every aspect of Omnipotence. It has its almighty power from Ultipotence *and* its limitless knowledge from Omniscience, so it’d technically be on par with Omnipotence, right? In a sense, anyway.
Wouldn't the closests be nigh-omnipotence considering that it has nigh- or complete arsenal in its applications.
And from what I understood, complete arsenal isn't able to compete with omnipotence. On the complete arsenal page it says that the all the abilities theh posses still have their limitations whilst that of omnipotence doesn't. They could also be (possibly) affected by meta power manipulation.
It’s a stupid question, really. You can’t answer it with any actual answer since the whole thing’s bullshit. Complete Arsenal has Ultipotence (which is superior to nigh-omnipotence), but nigh-omnipotence potentially has Complete Arsenal making it equal to “unlimited power” while technically not having unlimited power.
I would just say that nigh-omnipotencd is the closests...
But here’s the thing, ignoring *every* power except Ultipotence and Omniscience, what possible limits could those two have? They’re meant to be unlimited, so you’re still putting infinity against infinity, which is a versus we’ll probably never be able to answer since it’s stupid and unanswerable except for the solution that, despite anything, “Omnipotence wins since it is above all by infinity.”
And I don't think that CA has every aspect of omnipotence.
It's one and only wielder (there can be only one in each fictional continuity, hence the "Above All") is fundamentally invincible, completely immune to all other powers, and able to defeat the combined might of all creation and its mightiest beings just by wanting it, without the slightest effort.
This is a note from the omnipotence page so I would assume that CA isn't equal to omnipotence.
To sum it all up, its just confusing.
