Depends. The one with greater power could possibly one-shot the other, while the greater skill one could possibly block the attack and do a counterattack. Raw power can be much more effective than any skill, but it depends on how much more powerful the user actually is. If they’re 50% stronger, at least, then skill wouldn’t do too much. But that’s just me, so...

That’s kinda stupid, don’t you think? If I know 1000 ways to beat you, how would a single, well-learnt skill win? I’d have versatility, while you have one technique that can prove useless in certain situations. I’d much rather know a 1000 skills than be amazing in one, as I can definitely still heighten my competence with each one. And that’s under the assumption I’m average with each of those 1000 techniques. Besides, practicing something 1000 times isn’t that crazy or amazing, but that’s just me.
