I guess I would create a world that would border on fantasy and technology, which would have magic, dungeons, other races beyond human and would hold a mix of anime worlds in it. There would be other planets, but I would mix things up and try to create it so that the 9 cubic light years space would be even bigger on the inside using space powers, Thank You doctor who, I would try to create as much space as possible within the 9 cubic lightyears, and would shuffle anime worlds so that I could have fun, but would put borders between the worlds so that no one can go to each others world and that I can explore and live an eventful life.
Create tech. I don't want to make life I'm no God. Then pull the tech from there.
.I would create a universe à la Kingdom Hearts. As in, each planet represents a city.
Thus, the equivalent of a country would be called a planetarian archipelago.

.There would be a law of anti-colonization, giving each planet and cultures the chance to grow by themselves.

Not sure how big is 9 cubic lightyear, but I would create a sci-fantasy theme with twelve races. Draconus, Elves, Dark Elves, Humans, Dwarf, Gnomes, Fairies, Therians, and Orcs. Among them will be a mortal who will have a reincarnation cycle and preserve peace and order. Each race will have its planet.
In my 7 cubic universe, it would be filled with variations of earths with advanced human civilizations and better conditions than this reality. Also I would make universes based off of elements like a fire verse with beings and animals that can adapt to all kinds of fire. In my world, it would be three times as big as earth with rings like Saturn but two of them. There, it’ll be a utopia and that’s where all my waifus and allies can live from their realities.

I'd try to turn my universe into a pocket reality, so I could have "more" space to do things in it. But, I'd probably, in both cases, create Earth-like planets and in each one of them would be kinda different, to be like a test area, to see how a world would support if something was different in particular.

Uh, hope this isn't cheating. I would create a world rich with resources magic and sci fi tech and it would have at least have a replicator like star trek. But the crown jewel would be the All Travel Gate which can drop me out anywhere in the "real" universe/ "real" multiverse. As well as super upgraded Holodecks like Star Trek. The Holodeck can be fictional or real via the multiverse etc. I would need to choose an option to make the world real, more real, or hyper real. A holodeck is pretty small.
Actually I had this idea of a over culture that isolates from one another and only visit each other in Holodecks kind of like the movie Surrogates. They only interact in their "real" world for religious ceremonies and they are all as strong as either Batman or Captain America. People can be killed IRL but that is sort of ceremonial. Their effects on all the fictional worlds they normally visit would vanish.
Anyway. I'd use it for inventory too. Maybe I would turn it into a black hole that I can still pull stuff out of eventually. Make everything keep shrinking proportionally as I fill it with all the Travel gotten goods. Could take a few billion years. Oh it would have some type of immortal life giving item that I would use early on.
