Like you either use your own mind to Generate the psychic energy yourself or Derive the psychic energy from an external source, Perhaps from a highly intelligent mind, like maybe a universal hive-mind of some sort that siphons vast amounts of cosmic energy maybe!?

Maybe ambient energy acts a medium for the impulses your neurons produce to control things e.g telepathy, telekinesis or the impulses your neurons send out actually controls the ambient energy but also using it as a medium to communicate/intercept other neuron’s impulses Hereford allowing telekinesis, body control, telekinesis and other forms of psionics

It’s basically energy that generated by the mind, Perhaps for Non-Psychics (Non-Metahumans) This energy could be generated by eating, breathing, exercising, resting (biological energy) Channeled by the mind, The bio energy of the mind could be strengthened by learning and meditating!
