-Sisco(formerly San Francisco(This is all non-canon btw))
Our story will be beginning in the city of Sisco, the established Epic domain in the former ruins of San Francisco. Sisco is a fairly stable city in comparison to many other Epic domains throughout the years, especially since the disappearance of The Darkness. This stability after the disappearance of the Darkness is partially due to the fact that of the four High Epics who rule the city of Sisco not one has repented or changed even after the disappearance of Calamity and The Darkness, making Sisco one of the few Epic domains to maintain the same hierarchy from before Calamity disappeared.
The City: The city of Sisco is in some peoples opinions one of the best off cities in the world. For one, while the city lacks centralized electricity or electronics in general the city does have abundant food and water due to the abilities of one of the city's High Epics Green's Rule, who has used their abilities to cover the city in trees and other plants as well as regularly supply the city in food-bearing plants of all kinds from their place on Angel Island. The plants grown include even ones that don't normally grow in the area as well as producing clean water springs around the city. On top of that the city has an active and elite police force known as the Stormwatch, a number of well-trained individuals gifted powers in order to better maintain peace, which they do well, if in a harsh and brutal manner. Those two facts on top of the presence of the four very powerful High Epic rulers who maintain a cooperative relationship has kept the city in a general state of peace for years.
The People: While the city itself has maintained a state of peace for much longer than many others in the world the people on the inside wouldnt quite see it that way. The people live their day-by-day lives in near constant fear of the Epics who, while some have changed and left the city, for the most part have remained the same as before The Darkness left. The presence of the Stormwatch combined with the power of the city's ruling High Epics makes the city's people live in a state of fear, following the rules and commandments given to them out of fear of retribution, they do everything from go to strange and very tense parties thrown by Epics to giving up their possessions for an Epic's comfort and conducting strenuous building projects for the Epics convenience. The people of the city are little more than slaves given the freedom to mostly live their lives in peace when they are not being called upon.
The Epics: There is not a large number of Epics in Sisco. The city has four Ruling High Epics and a dozen or so lesser serving Epics. The important ones, which all your characters would know for no one but the greatest of fools goes to any city in this world without knowing the local High Epics, are as follows.
1.First we have Keeper, the undisputed Queen of Sisco, She lives on Treasure Island in the middle of the Bay, specifically she lives in a large compound she had constructed on the Island by the population of Sisco for her and her direct lieutenants to live in before she destroyed the bridges and roads leading to the Island as an extra layer of protection. No one really knows what powers she has, what she is like, or even what she looks like as she is quite reclusive. All that is known is she is powerful enough to keep the other three High Epics in the city in line, and there is no known attempt by the three at a coup.
Powers Are Entirely Unknown
2.The next High Epic is the Stormwarden. Stormwarden is the High Epic who controls the city's weather keeping it nice and temperate at all times as well as summoning rain to water the food, preventing natural disasters, etc. He is responsible for the city's police force and judicial system which is widely known as being quite harsh. Don't commit a crime and you’ll be fine, but if you do its very likely you're getting a harsh sentencing. He makes his home on Alcatraz Island which has been renovated into a functional prison once again as well as serving as the operations base for his police force, the Stormwatch. Stormwarden is a gifter and bestows his police force with flight, impressive physical abilities, and the ability to utilize electricity. The Stormwatch is constantly on patrol and the people of the city have long since learned to stay out of their way as they will punish even the smallest of crimes or offenses the same as they would the greatest of them as a deterrent to all crime. The Stormwarden is widely seen as one of the lesser evils in the city as he rarely leaves Alcatraz and is generally regarded as a less antagonistic figure, wishing only to keep order in what he sees as his city even if that order is with brutal justice. On multiple occasions where a Stormwatch member was openly abusing their power they have found themselves suddenly without their powers while flying a few hundred feet in the air as the Stormwarden watches down from above. He does not permit dissent in his ranks.

3.The next, and most present High Epic in the city is Quickflare. An Epic in possession of very high-tier superspeed as well as light manipulation abilities and intangibility, Quickflare is both loved and hated by the city’s people. He regularly throws parties around the city including Concerts and festivals he seems to make up just to entertain himself. During these he supplies food and drink and luxuries to the people which they enjoy but he also demands a certain attendance, and if it not met he will take it out on the local populace. He is a hothead with a serious temper, the slightest offense can set him off sending him into a literally blinding rage where he will vaporize the offending party or use his superspeed to dispose of them in one of a number of gruesome manners before anyone can even blink. More than one civilian has found their end by bumping into him in a crowd, of course everyone is too scared to avoid him either, as doing so is equally likely to incur his wrath. Quickflare is also the de facto voice of the High Epics, hosting weekly pavilions where he will share announcements on policy, governance and law decisions with the human civilians.

4.The last of the city's ruling High Epics is by far one of the most mysterious but also the least hated in the city, Green’s Rule. Green’s Rule is a plant manipulating and water purifying High Epic who is responsible for the city’s overabundance of food and water, able to grow any kind of plant even outside of its natural environment using their powers. No one actually knows much more about Green’s Rule than that they live on Angel Island Park out in the bay and seem to keep out of everyone's business, using the island to grow the city’s food and having it sent over using retrofitted electric ferries and barges powered by the Stormwatch.
