I think it would depend on the user’s capabilities and limits. I think in a sense it is probable for a hypnosis user to be just as strong or stronger than mind control user:

However according to the Hypnosis Limitations page:

“Hypnosis—even Supernatural Hypnosis that doesn't require a lengthy induction—is not necessarily Mind Control; users cannot make the target violate their moral code.”

@Altair Alexios It says that hypnosis isn't necessarily mind control. So doesn't that mean that it's possible (to be as strong as mind control)?

That’s true. Hypnosis is more of a variation of Mind Control. Again I think it depends on who the user is based on limitations and experience with their power
