Possibly, but it most likely Has to be augmented with an ability that can remotely influence reality!

For example, Wanda Maximoff (MCU) was born with Dormant Magical Potentiality (Magical Energy Manipulation & Probability Manipulation), she was then Augmented with the Cosmic Energies of the Mind Stone that granted her psychic powers such as Telekinesis and Telepathy.

This amplified her already existing magiks that she didn’t know she had, when she had her mental breakdown in Westview, it led to the creation of a new kind of magic, Chaos Magic

@NagatoVpain Wanda Maximoff is a bad example because she doesn't have immense cosmic power, she has immense magical power. Dont listen to that person up there, Wanda was just augmented by cosmic power, that did not allow her to warp reality, her Chaos Magic did.

Now for your question, yes, anyone with great cosmic power can manipulate reality because the ability known as Cosmic Manipulation has Reality Warping in it and also the fact that you can be powerful enough to manipulate the universal forces of the cosmos.
