I would say it's probably paradox manipulation. Paradox Manipulation involves ignoring and outright surpassing logic and the laws of reality. It is described as an 'advanced combination of reality warping and logic manipulation', since not only can they completely ignore logic and the laws of realty, they are capable of overruling them completely, allowing them to do practically anything and simply take reality along for the ride.

I would say that chaos manipulation, except maybe at the very highest level, cannot achieve anywhere near the same level of power since, no matter how chaotic something is, it still generally operates within the laws and logic of reality.

There's also the fact that Paradox Manipulation is a direct sub-power of Omnipotence. That's generally a dead giveaway that a power is more powerful than most others.
