Norman is stronger, faster, and so on. One thing he lacks is the power of tenacity. Joker cheats death, holds his own against metahumans and beats trained heroes on a regular basis. Yes, Norman has quite a few advantages, but Joker is brilliant, capable of far more than Norman. If we include standard equipment, Norman has a glider and explosives. That's impressive until you factor in a joybuzzer capable of harming Superman.
