Both can do it, but I would argue that Omni-Magic is easier, due to the sheer variety of magics. Physical Godhood would likely rely on eliminating physical factors that would lead to death, or finding ways to quantify and control the soul through scientific operations, whilst Omni-Magic could just use magic to make themselves immortal.
