The second one basically gives you Magiteknology that operates off of its own, customisable set of rules. It doesn't need energy if you don't want it to. It can do a virtually endless variety of things, and do so safely. On the other hand, Magitek powered by extradimensional forces could be volatile and dangerous to achieve less controllable results (as in, they might operate off of different rules than normal, but they aren't customisable like with Meta-Magic).
As for the first one, though it is good, potentially being capable of adapting to develop magic related to the nuclear forces, particles and energy the Bio-Nuclear Dynamo allows the user to take in/generate, it is overshadowed by the second. Meta-Magic is more freely adaptable, and, as I said before, doesn't need energy if you don't want it to.
