It seems like it's just supportive/ passive ability at most whereas its counterpart Chaos Manipulation is the opposite.
Huh I don't know but those two are pretty powerful
Maybe impose some laws? Increase your rank in power, control systems. Or outright turn the dood into a servant, there are other methods to use order manipulation.

When I think of order, I think of Binding powers with chains as weapons. It helps keep things in check and stops anything chaotic.
I mean chains of order exists, usually used in cultivation novels by the heavens

Not really, they are used usally to bind down creatures
Including humans of course
