Yep. By what I saw, a hypothetical character who could affect all of your cosmology could be considered at the very least High 1-B, which is already enough to be considered "omniverse".

However, judging by the cosmology's nature, it's safe to say it can easily be Low 1-A, 1-A, or even High 1-A already.
