The difference is fairly simple, a Law is literally just a rule that governs something. Like the newtonian laws, for example. On the other hand, a concept is far more broad. Literally it's just the general idea of something. For example, one may be able to manipulate the concept of physics as a whole, rather than just the laws that govern physics.
As a whole, the strongest concept manipulator would be far more powerful than the strongest law manipulator, since their area of control is far more broad.
