There are no Applications, but it says in Capabilities "They are able to teleport into any place within their teleportational range" does this mean it can allow users to teleport? Or is this for those who has teleportation?

Yeah, pretty much what @Neosaiyan7 said. It's why it's described as "Supplementary power of Teleportation and Remote Teleportation."

Supplementary means "something that is added to something else in order to improve it or complete it". In this case, the power is added on to Teleportation/Remote Teleportation and improves it by giving its user an awareness of where is actually safe to teleport to. It necessarily assumes that the user has teleportation in some form, but does not itself grant the power to teleport.
