Modern-day Necromancers are typically Dark Mages &/or Evil Casters whose studies Forbidden Arts Of The Living & Dark Arts Of The Of The Dead for their own selfish purposes. Whereas Liches are Undead Mages/Archmages who in life were obsessed with acquiring Immortality. Even Undead, Liches are still obsessed with the concept of acquiring "Everlasting/Eternal Life" in mind, body & soul/spirit.

Lich easily. Undead + Magic + Necromancy + Death powers.

Just comparing the archetypes abilities

Necromancy is pure death force and spiritual forces,

Undead mage is just magic user that use forces of death and all related.

Necromancer is mostly live (form can differ)

Lich is deep death connection, they are not living anymore but not dead also, they defy death.
