Well if we are talking about technicalities, it's a whole nation, a whole country, place called Skyrim that is home of most nords, that splitted up into two rival factions that think of what's right of their homeplace in politics, one is racist and free, while other wants race equality but manipulated by a certain race. So yeah if the two factions combined together, it's the entire place with most nords.
