I think a 5 second cast time gives the user time to consider their decisions and power usage, which is quite a good safety measure with such a powerful ability.

You can still loophole within those 5 seconds, those nerfs are not enough to be worthy. I rather have something that would be more challenging.

Depend of which or what time that five seconds accounts.

If just Independent 5 seconds that can't be affected . Why not.

Yeah, it takes 5 seconds to cast almost any effect each time you use the ability.

Well, since it's galactic scale I'd say Massively faster than light or any finite speed.

@Neosaiyan7 Good point! But, if an effect was instantaneous and you made a mistake or realised that it wasn't the best choice, you still have a chance to cancel it. Instantaneous means you have to undo or patch up the mistake instead of simply cancelling at the last second.

I dunno, to me, it seems like a great fail-safe mechanism that I'd gladly take.

Then... unless there's some context missing here, I feel like I would go with Nigh-Omnipotence.

I mean, this is being nearly omnipotent with the prime limitation that you take 5 seconds to generate any effect with your power. Assuming you can't just use your Nigh-Omnipotence to remove the 5 second limit, which would kind of defeat the point anyway, you could always give yourself other powers (e.g., Path to Victory or a combination like Automatic Power Use with passive precognitive capabilities would probably completely negate much of the issue unless there's an atemporal influence. PtV, if given a goal like 'survival', would just inform you of when to use your power to avert your own death, and Automatic Power Use + Precognition would just do it by itself), or create Almighty Laws to benefit yourself (e.g., one stating that you cannot be neutralised, contained or controlled against your will), etc.

You might not be able to use your Nigh-Omnipotence constantly, but you sure as hell can stack the deck in your favour before you would ever be in a situation where you would need to use it constantly.
