Manhunter. While he's not faster than the flash, he is perfectly capable of being quick enough to disable the flash. Be it by just preventing him from gaining friction with his telekinesis, by becoming a creature that can absorb or otherwise counter the flashes speed, or just using psionics to render him a vegetable. By no means would he allow, or be forced to allow, the flash to time travel or otherwise win by temporal manipulation.
