Where does it imply that?

Well if it's power requires touch, who says it can't affect objects? there's nothing saying it only affects living beings, maybe the weeping angels just choose not to because they like to feed on the time energy of living beings. we don't know what would happen if they met a robot

The tardis is sentient yet they do this

I mean, would they know that it's sentient? also I meant robot as in something that's obviously humanoid and has intelligence

Any living being or living imitation is affected.
