All three abilities are absolute level.
Every hear of the paradox the unstoppable force VS the immovable object. It's basically like that just with an additional thing and superpowers.
@NineSix96 Absolute Will is a hybrid power while the other two are active. It could be argued that the commands wouldn't work on it because it's immune to "all forms of control".

I think absolute will wins, no actual reason why, just would. I imagine the showdown recreating that one shot with Todo, Mahito and Yuji after hitting their black flashes. Absolute Will would be hitting the mahito pose tryna get freaky with the other two, Absolute command as Todo because the way he did megumi in goodwill seems like the way the AC user would treat someone upon getting comically angry that someone didn't do what they wanted without using their abilities, as is what is happening with AW and SV, and Supreme Voice in Yuji's spot because SV would be a goku glazer getting extremely upset with the other two who think goku doesn't solo fiction.

Absolute Will would win, and here's why:
See, Supreme Voice requires one to speak in order to do anything, while Absolute Command similarly requires you to issue a command. In other words, both are active powers that require one to actively use them.
Absolute Will on the other hand is not only actively used, but also passivley used. Additionally, it's active use is thought-based. So, in the time it would take for one to speak (SV) or issue a command (AC), Absolute Will would have won.
