Always being there for them and instead of bringing them down and tell them "no on does this anymore, just change" you actually support them and help them be and express their selves.

Taking a note from one of the famous anime's out there. I would have to say "Kingly Ambitions". Nobody desires a leader who'll go for an ambition that is not worth the time nor energy to be put into it, people desire to see a change happen in front of their eyes.

Someone who is too blind to the law and government, being loyal and cooperative would be their own downfall, and because they are dragging all of their allies with them, they accidentally doomed everything they known and cared for. That's who I think is a good leader for a hero team.
