@BlackSupergenius I'm not sure how long it would take to get the breath one simply because of how bloody complicated it would need to be to work. Heat vision, meh. Could work but he'd need major body augmentation or just change them out with cybernetic ones. To change the body, not sure. Unless you come across some kind of transformation magic, not sure you'd be able to make the human body you have I to something efficient enough. You could go cybernetic, but that has some major drawbacks in the form of software and EMPs. Unless you could figure out how to make yourself either a complete energy being or become like a swarm of nano-bots that are collectively you. Other than that, I'm not sure.

Well one of the names for absolute intelligence is limitless intelligence so I presume yeah but one way to know for certain is if that character is one with the fabric of the universe like Lucy or they're some kind of cosmic level being like Galactus who's been around way before the universe and is the only survivor the previous one. Galactus is a special case because even reed Richards, killer of the celestials and maker of revolutionary mind-boggling tech centuries ahead of it's time. Technology that could achieve multiversal communication and bend reality and even then he was stumped by the tech of Galactus. Galactus itself is a force of nature more than an entity and he's taken on many forms depending on the species. Also if they're the origin of knowledge or science itself then they could also be absolutely intelligent.

Rick Sanchez qualifies for absolute intelligence because he's the smartest mammal in his multiverse/universe and has made cloning technology that allows for him to cheat death and not only that he's a parody of geniuses like reed Richards and the doctor. He even made a mini-universe with its own life to power his flying car ! He's been called a god many times in the series. He also has a portal gun to access infinity! If you're considered the smartest being in all of creation or in a certain universe then yes that's absolute intelligence. For Time Lords I can say the reason they qualify for absolute intelligence is due to their remarkable achievements like introducing the laws of physics to a disorderly primal universe but also getting rid of magic itself and their whole domain is time so I can say they're more intelligent than the lesser beings of their universe but also they're implied to avatars for extra-dimensional beings.The Time Lords manipulate and oversee the inner workings of the Universe and beyond from Gallifrey, having been the ones responsible for the implementation of the Web of Time, and for the creation of the rational laws of physics which solidified the Universe in a time where there was no set history or laws which defined how the Universe worked. The Time Lords are further the species which kept the walls of reality stable and allowed travel to other universes throughout the multiverse. . They're also the first intelligent beings to evolve in the universe so they count. Being one with the universe isn't the sole qualifier ofc !
