Winter Soldier has blocked and dodged gunfire before, so I wouldn't say he wouldn't know what hit him. He should be capable of reacting to A-Train's attacks.

@JCyrenx Dodging and blocking bullets is less impressive to someone who can react and move at hypersonic+ speeds.

Hyper sonic+ is a stretch that would be saying he might be reaching lightning or light levels of speed he barely passes mach 8
