A tad late, but to me, this depends on whether Absolute Access is just accessing places and times, or if it can access anything. This is made kind of unclear to me by the fact that the specific definition of the power only mentions accessing 'any location, place or time', but the description includes "It doesn't matter where or what the location or target is, they can always access them. And in some cases, you can access just more than locations, you can even gain access to items, desires or if not abilities themselves", so I am unsure.
Basically, if Absolute Access can access literally anything/everything, then I would take that. Otherwise, I would take Absolute Summoning, since it is defined quite clearly as "The ability to summon absolutely anything/everything under your control", so should, in principle, be able to summon even things like locations, powers, etc. Since it is somewhat unclear regarding the scope of Absolute Access, unless there is clarification in that regard, I would pick Absolute Summoning.
