This goes either way, I heard Makima can control anyone as long she perceives them to be inferior than her, but there is contradictions to that statement. While everybody else is physically superior than her in my opinion, but Mahoraga is enough.

Mahoraga and Wonder of U are debatable, but even if you think Makima beats those 2 she's still realistically never getting past the final round.

She has no resistance to Fate Manipulation so any of the sisters could control it so that she never defeats them, cut her thread so that she dies instantly, or just go back in time to stop her contract from ever being made. She has no win cons against the Sisters here.
