@Jikkai Magic have many types. Some need concentration, others don't. Some your mind will help enhance the magic. But the standard is once the spell is cast, it's done. Any concentration is really just the mage providing mana to sustain the magic or something, and not the mind concentrating on it. At least, that's the standard in most media. Rituals are different because... I mean, they're called rituals for a reason.

Whereas Psionics is 100% you have to keep it in your mind. ;p

And yes, they're similar and can do the same things. Just that one is magic, the other is Psionics. I'd say think of it like this. Magic's weakness is the casting of the spell (the before) and have no trouble after it's cast, while Psionics weakness is the maintaining of the effect (the after) but they can 'cast' it by just thinking instantly.

Of course, if we're talking about masters of equal level, than they'll honestly be no different from one another since they both can do the same thing and will have counter measures for their weaknesses.
