Given the equalized stats I'd say the Ice Manipulator wins. Nothing stopping them from freezing Barry and Pietro at Absolute Zero at light speed.

I'm not gonna use Absolute Freezing, so I think Ice Manipulation is a bit better.

I guess it depends on the combat skill and creativeness of the ice guy then. Captain Cold rarely poses a threat to Flash, Quicksilver used to deal with the OG X-Men on the regular. The ice guy would have to be better than Iceman.
