Only if they had committed sins, will the stare have any effect on them. If they're just mentally ill and haven't done anything wrong, then they have nothing to be condemned to.
I don’t think being born a psychopath or turned into a sociopath automatically makes you evil, it makes you less empathetic but straight up acting like a mental disorder is a sin would be kinda crazy 😟
