Elements Manipulation is actually slightly OP, assuming there's no limitations.
As I've pointed out several times on the Riordanverse wiki for several arguements, the human body is nearly 60% water, and with water being an element, I can essentially blood-bend people if I wanted to.
The iron in our blood would also help with that, since iron is earth-adjacent and is a literal element on the periodic table. Also, this also gives me Magneto-powers, which is crazy, because SO MANY things in our lives are metal!
To add the water manipulation part, water can exist and change into three different states of matter- solid, liquid, and gas, which leads to several possibilities, particularly pullings moisture out of the air and doing whatever the heck I want with, like drown someone or turn it into a massive chunk of ice.
Fire powers in general are pretty strong, but assuming that I can also control temperature as a sub-power of my water and fire powers, I can literally a tornado by combing these temperature-control powers with my wind manipulation (tornadoes are formed by warm humid air and cold dry air colliding. Not to mention the hurricanes, which is just lots of wind and water, and even thunderstorms.
And air powers are sorta like a weaker version of telekenies, but I could also change the density of the air and cause someone to explode because of high air pressure.
