We don't even have many feats of GER, plus GER doesn't have any destructive capabilities to deal with the likes of Goku or Superman. Gold Experience Requiem can only stalemate, most powerscalers tend to overlook this.

The World Over Heaven, yeah, is strong but it requires to actually hit an opponent or one of their projectiles. If it is going up against someone who is much faster than DIO to actually react, it can't do anything.
