What would happen if a two people with Telekinesis were to fight, the difference is the first one will only have Omni-telekinesis (the second level) but will have an iq of 125 however the second one will have cosmic telekinesis (the third level) but will have an iq of 50. Who would win?

What if two individuals who both have telekinesis fought, but the difference is the first has on level 2 telekinesis but has an iq of 150. The second one has level 3 telekinesis but has an iq of only 50. Who wins?

Is Cosmic Telekinesis a nigh omnipotent ability? Would a person that posses it be considered as Transcendent Superior Human? Can it go to molecular, atomic or subatomic levels? And is it stronger than Omni-Psioncs?
