What’s the Difference Between Kinetic Abilities and Manipulation Powers?

Ex: Water Manipulation & Hydrokinesis

Just a small silly question because I just happened to be thinking about how my memory is kinda bad to the point that I thought elemental manipulation powers are kind of all used the same with blasts and waves and all that shlach for a good 10 minutes, so I'm asking this now considering water's properties, what would you consider to be the best use of water when it comes to combat and fighting stuff?
