"What doesn't kill you just makes you stronger", a definition to overcome obstacles to eventually succeed, and these hybrid brutes of different backgrounds happen to embody these traits. Max the Drake; The tough powerhouse treasure hunter, and Julius "Marine"; The no-nonsense enforcer and soldier. These two contrasting but almost equal beings use the power of their attackers to fight back more viciously, these two might as well be two immovable objects! However as the rules pertain, only one may stand, and the other must fall, so we'll see which hunter becomes the hunted. Who will overcome the full force of the others power? Let's find out...
*In a dry, Sahara like deserted area next to an old temple, a tall and green haired figure wearing an orange visor walks towards the temple. This is Max the Drake, and before he could continue on, he turns his head to see it next to two large firearm's aimed straight at him behind his back. The one holding the Twin Galleons is none other than the brutish enforcer, Julius.*
[Julius]"This place does not allow your kind here. Leave."
[Max]"..*Tsk*And if I don't, you'll arrest me?"

*Julius aims the firearm at Max's head, shooting him with an energy shot at point blank, causing Max to tilt his head slightly. Julius has a serious and aggressive expression and tone.*
[Julius]"You do not decide, mongrel."
*Max would have an angered look if not for his eyes being covered by his visor, but he does retaliate by growing claws from his hands and slashes at Julius, who gets pushed back from the hit but stands his ground, and smirks. He becomes more serious and swings his gun at Max's head, landing several blunt force hits on him before shooting an energy shot from his firearm. This forces Max backwards, although notably to a less degree than Julius. Max's reaction is now more annoyed, and scans the soldier in front of him, looking at his capabilities while attempting to grab Julius. The serious soldier avoids the grab and continues to beat Max with his firearms, who continues to take the hits and slashes at Marine, who blocks the attacks with his weapons*
[Julius]"Hmph."
[Max]"C'mon! What kinda man are you if you don't take hits?!"
*Julius put's away one his guns while blocking with the other, and catches Max's arm, and readies another shot into Max's chest, shooting several times. While the dragon hybrid does feel some pain, he smiles, and bites into Julius' shoulder, lifting him upwards and throwing him back down repeatedly, before grabbing him normally and throwing him straight into the temple building. Julius get's launched, and breaks through several walls and lands in a large pool area within. A moment later, Max jumps through the hole in the walls and lands in the area, and sees the body of water, starting to form ripples. Without warning, Julius jumps out of the water and prepares to shoot at Max with an even bigger firearm called Titan Liner, although Max forcefully knocks it out of his hands. Julius isn't surprised, and instead raises some water spheres from the pool behind him, which start to form into bladed weaponry, launching at Max.*
[Max]"*Tch*This's gonna suck!"
*Unable to dodge, the dragon hybrid instead runs to Julius while growing scales from his arms to block, and powers through the attacks, which fortunately don't do much damage. Max turns his arm into that of a dragons claw and prepares to strike Julius, who manages to dodge out of the way by using his spare Twin Galleon to launch himself towards his incomplete Titan Liner firearm and quickly completes the form and charges the weapon. Max turns to Julius charging the shot, and simply walks slowly to him, growing even bigger and gaining more draconic traits like scales around his body, bigger arms and claws, a large tail, and begins to have heavier footsteps. Julius almost wants to smile, knowing that this will kill Max even with the new form.*
[Julius]"This is all you will be; A beast who was put down for not behaving. You should have accepted your end in a more dignified form."
[Max]"*Chuckles*...Looks like you still don't know me"
*Julius responds by chuckling almost sadistically, and prepares to fire the blast at Max. It looks like a large and powerful beam of energy that would vaporize nearly anything and anyone...anyone, but Max. He instead channels all the stored damage and energy he has to unleash it into his own beam of energy. The two attacks collide, although Max pushes through by walking closer to Julius, unnoticed by the soldier as his attention is on vaporizing Max.*
[Julius]"Just DIE already!"
*Julius starts becoming more violent, and uses the water from the pool area to attack Max from behind, inadvertently strengthening him in an attempt to weaken the Dragon hybrid. When Julius forcefully uses more energy at once to make his beam stronger, Max finds the opportunity to move out the way of the attack quickly and dash towards Julius, causing the large laser to blast through the building walls and continuing on through the desert. Julius realizes his mistake, and can only watch in shock when the towering Max in his Beast Mode ambushes him and stabs his claws straight through his chest, causing Julius to have a hole through his chest, and cough out blood.*
[Max]"You should've picked your last words carefully..."
*Max flings Julius upwards, causing the soldier to hit the buildings ceiling. Without hesitation, Max channels the remaining energy stored from the fight to channel a powerful attack through his fist, turning into his more human like form in the process. When Julius falls back down almost unconscious, Max gets the opportunity he needs to unleash the attack, punching Julius on contact, and after what looked like a dramatic pause, a sonic boom of sheer force was made and an explosion like noise could be heard miles away. The soldier himself was punched with such power that he was launched straight out of the temple at hypersonic speeds, and passing upwards, causing the clouds to push away from the force. Inside the temple, a triumphant Max stands himself*
[Max]"That...does it..."
*He goes to stomps his foot on the ground, and does a roar in victory over his opponent*

Results:
These two were extremely powerful brute forces, capable of using the others power to gaining an advantage, but never for long. With such similar strengths and strategies, even coming down to experience of both fighters, one or the other had some kind of advantage to work with in their favors.
In Julius's defense, he was certainly faster than Max, had Hyper Instincts, and could store hits with his Twin Galleons or Titan Liner, so given the right moment, he could eventually overwhelm and defeat Max, however the dragon hybrid also had his own advantages. His visor could detect abilities and phenomena, was a smarter fighter, and his dragon physiology not only granted him superhuman strength just as, if not greater than, that of Julius, but had defenses and resistances surpassing his.
Julius being able to manipulate water wasn't quite useful in this scenario, since Max's own supernatural physiology and resistance to the elements like fire, electric, and even water meant that using weaponry or body controlling wouldn't actually work in full effect against Max. Frankly still, Julius's speed advantage didn't matter for the most part, since he still needed to absorb damage to use his weapons in full affect, forcing him to take an approach, unlike Max who had natural weaponry like his claws and scales that he could use whenever.
Comparing their more similar ability to absorb damage, Julius could store attacks through his weapons and even had a more potent payoff compared to Max. While this may mean that Julius could store damage and unleash it even stronger, he and his weaponry could still be injured by Max, who also had the ability to store attacks and energy, could regenerate and recover, and wasn't limited to what damage he could store, unlike Julius who was still vulnerable to slashing and piercing attacks, the same kind Max uses.
Truly, the real question wasn't if either could deal the finishing attack first, but who could last long enough to find openings, and this was where Max excelled in, being a very resilient fighter and having the right abilities like regeneration, higher defenses, and sharp claws and scales to most likely win.
Verdict:
There was much to unpack here, and Marine was a very capable combatant who could win more times than one, but Max the Drake was simply too tough to put down for good until he had the right opportunities for victories. So while this match-up was pretty deep, the better hybrid managed to find the treasure to victory!
