Telempathy

So the user is a dumb (compare to the top tier) and normal person until he awakes his powers the first is telempathy the other is (.......), he wants to be a moral manipulative person (no harming pregnant women, children) with this power (even when he never study psychology) he is still the same person like before received power so no intuitive power, both powers don't require a certain level of intelligence or increase his’s intelligence.
