The Numeration/Type of Entelechy does not correspond to how strong the Entelechy is, but more rather how abstract the Wisdom of the Entelechy is. For example, something like natural phenomena belongs to the higher tiers of Entelechy, while animals have the tendency to belong to the lower tiers. Conceptual aspects are almost always in the higher tiers, barring any exceptions.
