If it's long range enough you could unbutton the suits of politicians you don't like when they make public adresses. Ruffle their hair, loosen their ties, make them appear unprofessional.
The best way to wipe out a civilization would be to make electro-magnatism stop working. Atoms would simply disolve. But that wouldn't make a good point. If you want to do it and then make a point about why they suck, you grant everyone on the planet Personal Philosophy Embodiment.
Or alternatively, give everyone high-level telekinesis.

Super-powered individuals would make a powerful asset and governments, coroporations, and syndicates would fight over them, kidnapping them. I'm honestly afraid that a metahuman trafiking industry would rise, either openly or on the black market. (Depending on the public sentiment.)
Public sentiment would be determined by politics and religion. Whether metahumans were branded as the spawn of Satan or as the chosen ones of God(s) would have a huge impact on how they were perceived. In addition to this, there would be the question of politics. I'm not sure about other countries, but I know in the United States one party would support the metahumans and one would fiercely decry them.
If we stipulate that your prediction about supervillians exceeding heroes is true, we can conjecture several scenarios. But I'm only doing one for now because this is bloody exhausting.
1. In a largely anti-meta world, the metahuman trafiking would take place openly. For about five years there would be chaos, then the dehumanization of those with powers would be complete. Beaten and oppressed they would be used as human weapons. Warfare would accelerate and slavery of metahumans would be come institutionalized. This status quo would endure for a few generations answering the question. However it would ultimately collapse. Metahuman genes would mix. More and more powerful individuals would be born. Lets assume that human technology advances at a rate of χ every year. Assuming the first generation of metahumans has 1 power each. Lets additionally stipulate that metahuman powers are dominant genes and that one is sufficient for a power. Generation 2 would have at most two and at least one metahuman power. Generation 3 would have at most four and at least two metahuman powers. Sooner or later, the inexorable increase in metahuman powers will surpass χ. Once it does, its only a matter of time before a leader is able to unite the metahumans in revolt. Unable to stand against the 6th? generation metahumans (a maximum of 64 and minium of 6 powers) the regular humans would be swiftly crushed. The resulting vengence for decades of slavery would be brutal. Civil war would break out and some metahumans would wind up ruling a broken Earth whilst others left for exile in space.
OK, the math/genetics here is actually wrong, but I stand by the general outline of events.
That depends on what superpowers materialized.
For basic powers, the results would be mainly catastrophic for the users.
For more advanced powers, we'd probably survive but with a different society.
For high-level abilities...
Well, lets just say if by some hellish fluke a fundamentalist got fidelessokinesis then we would all be destroyed. If the interpretation of certain deities favored by certain sects was conjured to life the results would be armageddon. Actually, that would be an interesting story...
I would probably react with horror at all the pain in the world. I would lash out against it with my newfound powers. Oil would return to the ground. Forrests would regrow. The human sex instinct would be completely removed. Politicians would start falling into the phantom zone right and left. Food would grow for the poor. All humans would experience a surge of empathy for everyone. The dead would gain the ability to return briefly each week to see family. I would ressurect Hitler, Сталин, Mao, Pol-Pot, Mengele, etc. and torture them back to death. No, I would'nt tell anyone. Eventually though, my heightened sense of empathy would cause me to realize that while the world arguably was a better place with my attempts at forging it into a utopia, I was rapidly becoming drunk on power and "justice". Given this, I would wake up and discovor that it was just a dream; albeit one shared by everyone else on the planet.
Non-Knightemplar plan #1: Resurect everyone and everything that ever died in zombie form. I'd gather up my family and friends who enjoy zombie movies and we'd watch from space. After that, was done, we'd all wake up again.
