Primordial Ice Manipulation Limitations:
Because of the ice’s ancient and primal nature, control over it may be incredibly difficult and can be a danger to the user.
Distance, mass, precision, max power, etc. depend upon of the knowledge, skill, and strength of the user.
Is countered/opposed by Primordial Fire Manipulation and Primordial Magma Manipulation.
Ice Embodiment states in its capabilities that:
"Users embody ice, having natural affinity and physiology of ice. More advanced users have infinite and all abilities and powers based on ice. They would be able to take the form of any entity or object related to ice, like Yuki-Onna. At the pinnacle, users are all-powerful and omnipotent over and in ice, possessing absolute and limitless control and immunity of ice, doing absolutely anything with it."
Ice Embodiment limitations:
May be weak against heat and fire.
My point is that Primordial Ice Manipulation users are themselves Ice Embodiment users (usually). Since you also assumed that a Primordial Ice Manipulation user could defeat an Ice Embodiment user when its limitation states that "Distance, mass, precision, max power, etc. depend upon of the knowledge, skill, and strength of the user," don't you think an Ice Embodiment user who has all abilities and powers based on ice, do the same thing?
If you read it carefully, you'll realize that your pitting a Primordial Ice Manipulation user against one who is the literal Embodiment of Ice and all it's concepts.

Affinity can buff current powers but can't bestow powers. The opposite can work too. Affinity can't buff current powers but can bestow powers - vice versa.
It all depends on the Author/Creator on how they would like the power to work; This applies to all powers.

Assuming they contain all applications from their pages, it still depends on many factors. So personally, the strongest amongst these four (which uses/has the least amount of factors/limitations & has the highest potential) would be Total Mimicry. Following would be Eternal Evolution, Omni-Absorption, and Superior Adaptation - strongest to weakest.
Again, it all depends on what factors are present. Factors can be the User in question, What Power Level are we on (Planetary or Universal), How much input can each power get (How much Elements, Energy, Concepts, etc. can they absorb/adapt/evolve/replicate), perhaps prep-time, and more.

Short answer: Intentionally generate an Eternally-Overlapping Temporal Paradoxes existing everywhere, and then make Time Manipulation users fix it.
Long Answer: Think of it as multiple people doing grandfather paradoxes, but much more complicated. In this case, grandfathers also try to kill their grandchildren and vice versa. The Paradox is not bound to one family. Instead, everyone is doing it (I made them to). Using Causality manipulation, make it that it's happening in a Universe-only Omnipresent setting. Stop time, and make it so that time appears to be moving but is not even for an attosecond (to trip Temporal Manipulation Users); Even if they remove stopped time, the Paradox continues forever, seemingly unaffected by time. Lastly, give some people in the Paradox varied-limited Time Manipulation powers to fix it. And they hate each other, so coordination is near-impossible. Bonus: If they ask for a reason, give nonsense reasons.
It's the equivalent of telling your newly-hired, underpaid, and inexperienced workers, who hate each other, to fix this. Adding to the fact, it's several hundreds of millions of times worse.
If you can control parts of nature or a concept and are an object of worship, you're generally considered a God. In Monotheistic terms, you're the Supreme Being. It varies but being Almighty isn't necessary (may not be for Monotheistic Religions).
As for your question, that's straightforward: Creating something. However, being Almighty isn't a must. Should a God prove to have created something (usually important or significant), they are considered a creator.
