Well I think Manipulation is more logical way to control matter etc. But Magic is far above Manipulation. Suppose u control ice through Manipulation like for attack, Defense and creating ice shapes. Through Magic u can enchant ice to become a ice creature to do your task. Magic is much complex and differ than manipulation

Omnipotence is beyond logic. So every thing is possible. Their can be more then one omnipotence being. An omnipotent being can create another omnipotent being who has same power levels.
