Cabba (Dragon Ball Super) is exceptionally fast even by Saiyan standards...
...but unlike other Saiyans, he is quite fragile as he’s defeated with a single blow.

Shinobu Kocho (Demon Slayer: Kimetsu no Yaiba) is the fastest woman amongst the Harisha/Pillar able to blitz demons with her Insect Breathing sword style...
...but possess average strength and durability as she can be seriously injure her if they land an attack on her.
Rock Lee (Naruto) a Taijutsu practitioner and Eight Gates user is exceptionally fast, able move faster than the Sharingan can track...
...however when he does get hit, especially when using the Eight Gates, his body will take great damage and he risks crippling himself for life.
Haku (Naruto) is incredibly fast, espeically when using his Mirror Jutsu...
...but only one strong punch was needed to defeat him.
Brook (0ne Piece) a "speed type" swordsmen is the fastest member of his crew, able to cut opponents before they know they've been cut...
...but being a skeleton he is incredibly fragile and can break apart fairly easily.
Carrot (One Piece) is immensely fast, able to easily dodge strikes from even powerful swordsmen like Zoro...
...but is lacking in endurance and can be easily phyiscally overpowered by strong foes.

...but once Luffy got a hold of Kuro, he could defeat him with one powerful headbutt.

...but can be easily knocked around by stronger and more skilled opponents.
While supremely fast, Pietro Maximoff/Quicksilver (Marvel Comics) can be taken down by opponets that posses enhanced reflexes and strength like Spider-Man.
Kurt Wagner/Nightcrawler's (Marvel Comics) Teleportation allows him to be an exceptionally fast combatant...
...but he lacks durability as strong attacks could seriously hurt or mortally wound him.

Warren Worthington III/Angel (Marvel Comics) proir to becoming Archangel was a very fast flyer thanks to his Wing Manifestation but phyiscally wasn't very tough leading to him being maimed by the Maurders.
Remy Lebeau/Gambit (Marvel Comics) has formidable speed and is incredibly agile and acrobatic...
...however due to his normal fortitude, he can be brutally overpowered by stronger opponents.
Laura Kinney/X-23 (Marvel Comics) has devastating speed being immensely agile and acrobatic...
...but unlike her father Wolverine, she lacks the full durability of an Adamantium Skeleton and can even get her bones broken.

Oberyn Martell, The Red Viper (A Song of Ice and Fire) fights in light armour and using his speed was able to dominate the slower and hulking Gregor Clegane in a fight....
...but once Gregor got his hands on Oberyn, the fight ended brutally.

The Amazing Spider-Man (The Amazing Spider-Man/Marvel Cinematic Universe) is much lighter and faster on his feet than the Lizard, able to run circles around him and rapidly cocoon him using his web-shooters...
...but is outmatched against him in a straight fight and utterly at his mercy once the Lizard gets his claws on him.
Mothra (Godzilla franchise) can easily match Rodan in speed whom can fly at Mach 2, but unlike other Kaiju she's much more fragile and can easily get knocked down.
Freddy Krueger (A Nightmare on Elm Street) can easily outmaneuver Jason Voorhees...
...but is sent flying when Jason lands a single punch.
While much faster and lighter on their feet than typical Slasher Villains, every incarnation of Ghostface (Scream) is an ordinary human with no supernatural enhancements and thus can be knocked down...
...or briefly incapacitated by mundane hazards.

Linn Kurosawa (Alien vs Predator) as a cyborg has superhuman strength, agility, allowing her to go toe-to-toe with Xenomorphs, but compared to her allies she is much weaker.
Zero Suit Samus (Metroid/Super Smash Bros) is impressively fast, agile and acrobatic, but can be KOed fairly easily.
Sheik (The Legend of Zelda/Super Smash Bros) Sheik has excellent mobility across the board and has very fast moveset, but she's one of the lightest and frail characters.
Sonic (Sonic the Hedgehog/Super Smash Bros) is the fastest character, but he can be easily KOed at very low percentages.
Meta Knight (Kirby/Super Smash Bros Brawl) has extremely fast movements and attacks, but is very light and can knocked out fairly easily.

Lena Oxton/Tracer (Overwatch) having been desynchronized from the flow of time can "blink" to anywhere she pleases in nanoseconds...
...however Tracer is easily the most fragile of the Overwatch heroes and should she get hit the consequences will be severe.
Regieleki (Pokémon) an electric type is the fastest known Pokémon but has poor health and worse defence.
Deoxys (Pokémon ) a Extraterrestrial Pokémon in it's Speed Form trades health and defence for movement.
Pheromosa (Pokémon) a Ultra Beast has supereme speed espeically using Beast Boost...
...but has frail health and defence.
Greninja (Pokémon) is extremely fast, but unlike other Water Types has low defence.
Ninjask (Pokémon) has fantastic speed, but poor heath and defence.
Gengar (Pokémon) a Ghost Type has very impressive speed but has low health and defence.
Guy (Final Fight/Street Fighter) compared to his friends Cody and Haggar, Guy focuses on the speed of his attacks as a ninja but is more fragile as result.
Vega (Street Fighter) is one of the fastest and most agile fighters befitting his ninja-like fighting style...
...but he's also one of the most fragile of the fighters with low defence and health.
Cammy White (Street Fighter) is remarkably fast, agile and acrobatic, but physically has lower health than other World Warriors.
Sakura Kasugano (Street Fighter) copies the style of her idol Ryu and is very fast, but is much weaker than other Ansatsuken practitioners.
Ibuki (Street Fighter) being a kunoichi is very fast, agile and powerful but her health and defence is low.
