As an archetype, a ruler of the ocean can be a deity, ocean lord or immortal-type being who rules the realm of the seas, a world under ocean. The ruler of the ocean will have total control over the all seas, the depth and surface, the sea creatures and all within the ocean, able to bend the realm to their will. Ocean rulers are extremely powerful in their own right, however, can also be subservient to the very rules of the seas depending on the entity and if their able to bend those rules, even making new ones.

Unlike ocean lordship, which is just possessing total control over the seas through mental, energy or magical powers, but not necessarily its actual ruling master whereas the sea ruler is the reigning master of the ocean realm and sits as monarch through royalty, divine selection or even through a curse, who will also possess extremely powerful abilities over the realm as its ruler.
