Magic.

do You think that psionics is "weaker" to magic because they are being compared using the rules in fiction, what if we applied real-life to them.

I think that magic and psi are the same thing, but magic is dressed up psi or psi is dressed down magic. 

Magic almost always requires at least one of the following: formulae; rites and ceremony; tools; certain utterances, acts or movements; some sort of focus or anchor; or collaboration with external forces.  It doesn't have to involve all those things, but it pretty much always has at least one and usually more.  In other words there's always some amount of pomp and circumstance involved.  Psi, on the other hand, is just the psyche directly knowing or changing something, unaided.   

For some, the bells and whistles may strengthen effects.  For others, they may be a distraction. And for others still it may differ moment to moment. It's like asking if a birthday is better than a birthday party.

That's actually a pretty interesting way of looking at it.

They're the same damn thing both in theory and in practice. Both are exploitations of the supernatural, the only difference is the method. 

I would say psionics. Telekinesis can manipulate time (Nate Grey) so if it could manipulate that, if could manipulate Aether which is the fuel for magic, chi, and other important energies, So you could negate magic with Psionics. Plus magic ALWAYS comes at a price (be weird or actually fatal). Psionics is a muscle. The more you work it, the stronger it becomes.

Quartzviel has a good point....method and style is really the only difference that I could tell here if you really think about it...
