Spatial Expansion allows the user to enlarge the location they are teleporting into, while Portal Creation simply allows you to make portals in non adjacent locations, i.e. a portal in your bedroom that leads to the McDonald's down the street.
As for which one's better, that depends on your specific need at the time. Say you want to teleport into a small space but don't want to feel confined. Use Spatial Expansion and presto! larger room for you to land in.
But lets say that you want to travel somewhere far away without having to do more than take a step.
This is where Portal Creation would come in handy.
Honestly it's up to you which one's better as a power.

There's only one person listed who has ever used Spatial Expansion, I've never seen anyone else use that power.

You wanted to know the difference between the two. I was just giving examples to help further distinguish the two powers. I know it only has one user, one object technically.
