Capabilities

User with this power has the ability to convert water in the atmosphere into clouds, they can even create clouds at street level as long as there is moisture in the air. The clouds are controllable through practice and it is possible to create air gaps within the clouds. A master would know how to create any type of cloud, be it a peaceful white cloud to a dark raincloud.

• The user is able to make the cloud to rain.
• Have Echolocation in the rain to track anyone you wanted.
