Porunga (Dragon Ball Z) is capable of creating a new Namek for the Namekian race by simply fulfilling said wish yet can't grant wishes out of his capabilities.

Capabilities

The user is capable of granting wishes on a scale simply regarded as cosmic, that is, the reach and depth of the wish can expand to the reaches of star systems, galaxies or even universes. That aside, they can still grant wishes to oneself and others, fulfilling their desires or whims. Even so, the power is not capable of stretching beyond the cosmic scale, or even certain limitations particular users can be subjected to.

Levels

• Wish Granting: User can grant the wishes of others or themselves, usually with limitations or at some cost.
• Cosmic Wish: User can grant wishes on a cosmic scale, fulfilling their own wishes and/or the wishes of others while conforming to certain limitations and restrictions.
• Absolute Wish: User can grant limitless wishes, materializing any desire instantly and ideally, either for themselves or others. There is truly no limit to what they can achieve with their absolute and perfect wish-granting powers.

Limitations

• Dependent on granter, wishes may have loopholes and twists.
• May be limited to how big or small the wish can be granted, depending on the user's own limitations.
• May be unable to refuse to grant wishes.
• May only be able to grant a limited number of wishes.
• The extent of the wishes may extend only to one person, often either the person wishing, or another person if the wish is meant to affect someone else.
• The wishes cannot go beyond the cosmic threshold.
• Weak against Wish Negation.
• Wishes may come with a price.
• Wishes may not come out the way the wisher wished for.
• Wishes that involve physical transformations, such as multiple organs, may be painful for target.
